The $57 million East Patrol Division and Crime Lab campus had to give officers modern facilities and better means to investigate crime, while reading as part of the neighborhood rather than a fortress dropped into it.
The campus carries a police station, a multi purpose building, a state of the art crime lab and a property and evidence repository, designed to KCMO best practices and a US Green Building LEED Gold rating. Its central location in the urban core at Prospect Avenue and 27th Street was chosen to act as a redevelopment catalyst for the blocks around it. A civic building either consumes a neighborhood's value or generates it.
LEED Gold holds the operating cost of a 24 hour facility down for the life of the building. Siting it in the urban core rather than on cheap edge land is what lets it act as a catalyst, which is the return the city was actually buying.
