East Village is a residential and mixed use neighborhood at the northeast corner of the downtown loop. The nine block area was dominated by surface parking lots, which is to say it was generating almost nothing per acre.
Pendulum was retained to design the plan that turns those nine blocks back into inhabited, taxable ground. As master architect, Pendulum also wrote the design standards and development guidelines for the Urban Redevelopment District approved by the City Planning and Zoning Commission, so the rules governing every later parcel came from the same hand as the plan. East Village Apartments is phase one.
A nine block area of surface parking produces almost no tax base, no residents and no reason to walk. The master plan exists to change what those blocks yield, and the development guidelines make sure phase two and everything after it are held to the same standard.
